Without a doubt, The best time to visit Japan is at the Spring time (March to May) when the early flowering starts and cherry trees (sakura) burst into bloom. One thing about Sakura is that once it blooms, it last only a week!! If we are lucky, we might be able to see some Sakura!
Generally, the weather around the end of March is climatically stable. Max. Temperature will be 13C (55F) Max, and 5C (41F) Min. The nights could be still cool and dry. The high humidity which most Asian countries have will start from June, therefore humidity wouldn’t be a problem.
I will recommend wearing layers for your stay. Noon time could reach t-shirt weather and then cool down to jacket weather in the evening. Several layers will help you adjust to the situation. Also, end of March could have some rain, just in case you would want to pack your rain coats or umbrella. But if you want to keep space in your luggage for souvenirs, you can buy an umbrella anywhere in Tokyo for 500yen.
